1. Basic rules of stay in the territory of the Russian Federation for a foreign citizen studying at RTU MIREA

1.1. A foreign citizen arriving to the Russian Federation to study at RTU MIREA is obliged to observe the laws of the Russian Federation: the Federal Law of 15/8/1996 No. 114-FZ "Concerning departure from the Russian Federation and entrance to the Russian Federation procedures", the Federal Law of 25/7/2002 No. 115-FZ "Concerning the legal status of foreign citizens in the Russian Federation", the Federal Law of 18/7/2006 No. 109-FZ "Concerning migration registration of foreign citizens and stateless persons in the Russian Federation", the Order of the Government of the Russian Federation of 15/1/2007 No. 9 "Concerning procedure of migration registration of foreign citizens and stateless persons in the Russian Federation".

1.2. According to the migration laws of the Russian Federation, foreign citizens and stateless persons who have arrived in the territory of the Russian Federation shall be required to register at the place of stay in the Ministry of Internal Affairs of Russia on migration issues within 7 working days from the date of entry.

1.2.1. Exceptions shall cover citizens of the Republic of Kazakhstan, the Republic of Armenia, the Kyrgyz Republic, the Republic of Belarus required to be registered within 30 days, and the Republic of Tajikistan – within 15 days from the date of entry.

1.3. When returning to the territory of the Russian Federation after going abroad, or after staying in another city of the Russian Federation for more than 7 days, a foreign citizen shall file the necessary documents to the International Relations Department of RTU MIREA (room A-304) within 1 working day (if it is a day off, the first working day after it) for the renewal of primary migration registration.

1.4. During his/her stay in the territory of the Russian Federation, a foreign citizen shall have with him a coupon tear-off part of the arrival notice (registration) with the mark of the territorial migration authority of the Ministry of Internal Affairs on migration registration, the national passport, visa (for countries with a visa regime) and the migration card (with a mark of the Ministry of Internal Affairs on migration registration for countries with a visa-free regime).

1.4.1. In case of loss (damage) by a foreign citizen of a notice of arrival (registration), the national passport, a migration card, he/she shall apply to the International Relations Department within 1 day from the moment of the loss of documents.

1.5. At least 6 months before the expiration of the national passport, a foreign citizen shall prolong or replace it with a new one and submit it to the International Relations Department to make changes in the personnel file.

1.6. Upon receipt of a temporary residence permit, residence permit or passport of the Russian Federation, a foreign citizen within 3 days shall provide copies of documents to the International Relations Department to make changes in the personnel file.

1.7. When entering the territory of the Russian Federation, foreign citizens shall be required to purchase a voluntary medical insurance policy by contacting the International Relations Department or insurance companies operating in the territory of Moscow and Moscow Region.

1.8. A foreign citizen who has terminated or completed his/ her studies at the RTU MIREA shall leave the territory of the Russian Federation within 3 days from the date of dismissal.

1.9. When a foreign citizen transfers to study at RTU MIREA from another educational institution or is enrolled after graduating from the preparatory department of another institution to RTU MIREA, the departure from the Russian Federation shall not be required. Documents shall be made out according to the general rules.

2. Migration registration of foreign citizens

2.1. According to the Federal Law of 27/6/2018 № 163-FZ "On Amending the Federal Law "On migration registration of foreign citizens and stateless persons in the Russian Federation" migration registration is carried out at the actual residential address of foreign citizens.

2.2. Migration registration of foreign citizens studying on a contractual basis shall cover the period of tuition payment; of foreign citizens who have entered the budget form of education - one academic year.

2.3. Foreign citizens who arrived to study at RTU MIREA and received accommodation in the dormitory of RTU MIREA are required to file to the International Relations Department, within 1 working day, the following documents to receive a notification of arrival and migration registration (registration):

- passport;

- visa (for countries with a visa regime);

- the original of migration card with the Russian Federation border crossing mark and indication of the purpose of arrival "study".

2.4. For the extension of registration it is necessary to provide the documents specified in sub-paragraph 2.3. to the International Relations Department in 30 days prior to the registration expiration.

2.5. Foreign citizens who do not reside in the dormitories of RTU MIREA shall independently register their migration records at the actual residence address and submit to the International Relations Department the documents listed below:

- copy of the passport;

- copy of the migration card;

- copy of the migration registration notice.

3. Registration and prolongation of a multiple entry visa

3.1. When entering the territory of the Russian Federation with a primary (single) visa, the International Relations Department issues a multiple entry visa for the term of tuition (for foreign citizens studying on a contractual basis), but not exceeding one academic year (budget form).

3.2. Foreign citizens from the countries with visa regime arriving for the admission to RTU MIREA are obliged to provide the following documents to the International Relations Department for migration registration and multiple-entry visa within one working day (if it is a day off, the first working day after it):

- passport;

- visa;

- the original of migration card with the Russian Federation border crossing mark and indication of the purpose of arrival "study".

- two photos 3х4 cm in size;

- paid receipt of the state tax (1,600 RUB).

3.3. To extend a multi-entry visa term it is necessary to provide the documents specified in sub-paragraph 3.2. to the International Relations Department 45 days prior to the visa expiration.
