RTU MIREA Launches New AI Science & Education Center

On July 2, RTU MIREA officially opened its “Artificial Intelligence” Science and Education Center. The Center is not just a collection of labs — it’s a whole ecosystem designed to develop and bring AI into the real world. With cutting-edge equipment, high-performance computers, and innovative teaching methods, this center is set to become a key player in Russia’s digital economy.
The opening event was attended by representatives from Russia’s Ministry of Science and Higher Education, Ministry of Finance, Federal Treasury, and by leading AI experts.
The center is especially proud of its machine learning labs, equipped with the latest IT infrastructure. Here, researchers are working on everything from text analysis to predictive analytics, aiming to make government processes smarter and decision-making more effective.
“Our center is a platform where fundamental research quickly turns into real-world solutions,” said RTU MIREA Rector Stanislav Kudzh. “For example, our AI assistant is already answering questions in the electronic budget system, handling 63% of all incoming queries. We’re creating an environment where ideas become technology, and technology turns into solutions for people.”
Guests got to see three major models in action, including a demo of a state-run automated information system that helps identify additional connections between various activities and indicators of the national projects. They were also shown tools for analyzing documents attached to collaboration chains or to national project progress reports.
Irina Okladnikova, First Deputy Minister of Finance, highlighted how important centers like this are. “Launching this AI center is a timely move. Our intelligent agent is already part of the budgeting process, and the Ministry of Finance has ambitious plans for the next three years. We’ll be relying on the center’s research and practical solutions,” she said.
The presentation demonstrated the Center’s key areas of work. Its members are leaders in the Working Group on AI Testing and Trust Level Assessment of the AI Safety Research Consortium. Experts at the Center are drafting regulatory frameworks for trusted AI technologies, and are also designing an architecture and solutions for a registry of such technologies.
Roman Artyukhin, head of the Federal Treasury, summed up the center’s mission: “We have two major strategic objectives: developing practical applications to implement the tasks assigned to the Treasury by the Russian Government and the Ministry of Finance, and training Treasury staff to use AI. This year, 540 people will undergo training here, gaining new skills and competencies so that in the future they can commission new AI-powered services.”
Valery Falkov, head of the Ministry of Science and Higher Education, praised the university’s expertise. He said: “First of all, I want to thank the university team, which is confidently and consistently making progress in building effective cooperation with federal executive authorities. We use tools developed at the university when making decisions and gathering information. The Ministry of Finance and the Federal Treasury hold a special place within the system of federal executive bodies, as they tackle tasks unprecedented in scale. In this work, they rely on RTU MIREA, an institution reporting to the Ministry of Science and Higher Education.”
