The Situation Center of the Ministry of Education and Science of the Russian Federation was opened at RTU MIREA

On December 23, MIREA – Russian Technological University hosted the opening of the Situation Center of the Ministry of Science and Higher Education of Russia.

Valery Nikolaevich Falkov, Minister of Science and Higher Education of the Russian Federation and Pavel Viktorovich Malkov, Head of the Federal State Statistics Service attended the opening procedure.

RTU MIREA has become the platform for and the main operator of the situation center. A unified information storage was created on the basis of the University integrated with the systems of data collection operators, including federal statistical information, industry monitoring data, operational analytical data, including data on the dynamics of salaries in education in the regions.

Valery Falkov spoke about the importance of creating such a center: “We live in the era of digitalization, which as a global trend in the development of modern society, envelops all spheres of human activity. In the situation of a new technological cycle, such a science as statistics is getting even greater relevance due to the fact that it offers universal tools for measuring, analyzing and evaluating all aspects of society life. We all have to not only reconfigure all methods and processes for the new digital reality, but also make sure that technological progress is accepted by people as a blessing and a new opportunity for development and prosperity, and not as a threat to the lives of current and future generations. This is largely determined by statistics.”

The center is equipped with modern technical means, including a local area network, a shared screen, and communication tools, such as video conferencing, conference calls and other means of interactive communication. Here, in real time mode, information on indicators in the field of education and science will be accumulated. By collecting information from different sources, specialists will be able to verify data, minimize statistical errors, eliminate information distortions and form the necessary and sufficient basis for high accuracy in taking managerial decisions.

Pavel Malkov, Head of the Federal State Statistics Service noted: “Rosstat is changing. One of the slogans is: “The digit must work”. Our data should be used for managerial decisions. Here we jointly present the first industry information exchange project. The legal framework has been developed, the technical part has been adjusted, – and now nothing prevents us from developing cooperation and using data for decision-making. I would like to thank the Ministry of Science and Higher Education and RTU MIREA for providing this opportunity.”

For each constituent entity of the Russian Federation, the Situation Center will accumulate extensive statistical information. The “passports” of the regions will collect information about institutions of higher and additional education, as well as about organizations engaged in research and development. The Situation Center will allow to receive information and reference reports on the admission, current number and graduation of students in areas of training and specialties, on training within the target admission quotas, the break-up of the number of students by age and gender. The reports will also contain data on the material, technical and information resources, financial and economic activities of the higher education organization, and much more.

“The creation of the Situation Center is determined by the goals of the Science and Education projects. This is a powerful modern resource that combines advanced technological potential and 20 years of experience of our analysts. This will improve the quality of higher education in various areas – from the admissions campaigns to the employment of graduates. In terms of technical equipment, there are no analogues of such a situation center in the education sphere,” said Stanislav Kudzh, Rector of RTU MIREA.

The Situation Center is intended for heads of ministries and departments, research and educational organizations, municipal, regional and federal government bodies. It will ensure the unification of all stockholders in the single information field and the organization of interdepartmental communication, it will help to prevent and eliminate problem situations arising in the course of implementation of state regulatory and program documents, contribute to operational analysis, modeling and forecasting of trends in the development of science and education. Thus, the guidance of the Ministry of Science and Higher Education of Russia receives a powerful tool for monitoring and managing the system of higher education throughout the country.

Valery Nikolaevich Falkov noted: “I hope that the newly-created Situation Center will contribute to the successful, effective and fruitful work of our departments and subordinate organizations.”
