Social support for students is also carried out with the funds of the Moscow Government budget and other sources allocated for the payment of scholarships.
Moreover, social support for students of higher educational institutions is provided in the form of benefits established both at the federal level (Federal Law “On Higher and Postgraduate Professional Education”, Article 16) and by the Moscow Government.
State scholarships awarded to postgraduate students who study at the University on a full-time basis with the money allocated from the federal budget. Scholarships are awarded by the order of the Rector when a person is enrolled in graduate school, and upon the results of annual attestation.
Scholarships of the President of the Russian Federation are granted in accordance with Decree of the Government of the Russian Federation No. 85 of August 27, 2016 to students and graduate students enrolled in educational programs of higher education who have state accreditation, full-time study in specialties or areas of training corresponding to the priority areas of modernization and technological development of the Russian economy.
Scholarships of the President of the Russian Federation to students and postgraduate students mastering educational programs of higher education in organizations carrying out educational activities subordinate to the Ministry of Education and Science of the Russian Federation, and private organizations carrying out educational activities under educational programs of higher education having state accreditation, are awarded in accordance with Regulations On Scholarships of the President of the Russian Federation, approved by Order of the President of the Russian Federation No. 613-rp of September 6, 1993.
Scholarships of the Government of the Russian Federation awarded in accordance with Decree of the Government of the Russian Federation No. 1192 dated November 03, 2015 to undergraduate and graduate students enrolled in full-time higher education programs in specialties or areas of training corresponding to the priority areas of modernization and technological development of the Russian economy.
Scholarships of the Government of the Russian Federation to students and postgraduate students mastering educational programs of higher education in organizations carrying out educational activities and subordinate to the Ministry of Education and Science of the Russian Federation, and private organizations carrying out educational activities on state-accredited educational programs of higher education are awarded in accordance with the Regulation on special state scholarships of the Government of the Russian Federation for graduate students and students of state educational institutions of higher and secondary vocational education, approved by Order of the Government of the Russian Federation No. 309, dated April 6, 1995.
• orphans and children left without parental care,
• persons from among orphans and children left without parental care,
• persons who have lost both parents or a single parent during the period of education,
• disabled children, disabled people of I and II groups, disabled since childhood,
• those who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and other radiation disasters, as a result of nuclear tests at the Semipalatinsk test site,
• those who are disabled as a result of a military injury or illness received during the period of military service, and combat veterans,
• citizens who have served for at least three years under military service contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation and federal state bodies, in the troops of the National Guard of the Russian Federation, in engineering and technical, road construction military formations of federal executive bodies and in rescue military formations of the federal executive body authorized to solve tasks of civil defense, the Foreign Intelligence Service of the Russian Federation, federal security service bodies, state security bodies and the federal body for ensuring mobilization training of state power bodies of the Russian Federation, in military positions subject to filling in by soldiers, sailors, sergeants, foremen, and dismissed from military service on the grounds provided for in subparagraphs “b” – “d” of paragraph 1, subparagraph “a” of paragraph 2 and subparagraphs “a” – “b” paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ “On military duty and military service”,
• who received state social assistance.
State scholarships for students from among citizens who have completed military service under contract for at least 3 years in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions to be filled in by soldiers, sailors, sergeants, petty officers, and dismissed from the military services on the grounds provided for in subparagraphs “b” – “d” of paragraph 1, subparagraph “a” of paragraph 2 and paragraph 3 of Article 51 of the Federal Law “On Military Duty and Military Service” are awarded to students studying at the University on a full-time basis with the money of federal budget funds.
Personal scholarships are awarded in accordance with Decree of July 8, 2003 No. 534-PP “On approval of the Regulations on the procedure for the appointment and payment of personal scholarships of the Moscow government to students of public and private educational institutions of higher education engaged in educational activities in the territory of the city of Moscow.”
Personal scholarships founded by the state authorities, local governments, legal entities and individuals are awarded to students, postgraduates and doctoral students.
The decision on the award of personal scholarships is made by the Academic Council of the University with the account of the opinion of the trade union student organization and the MIREA Student Union, and approved by the order of the Rector. Students and graduate students receiving personal scholarships are eligible for state academic and social scholarships on a regular basis. The maximum amount of the award is determined by the decision of the Academic Council of the University.
Scholarships named after prominent scholars at MIREA:
To provide financial assistance to low-income full-time students and graduate students out of the federal budget funds, money is allocated in the amount of 25% of the scholarship fund envisaged for the purpose and provided for the payment of state academic scholarships for students and state social scholarships for students.
To whom is it paid?
Financial assistance can be received by:
1) STUDENTS in need of full-time budgetary education:
- orphans and children left without parental care;
- persons recognized in the established procedure as invalids of I, II, III groups, and invalids of childhood;
- persons who were exposed to radioactive contamination as a result of the disaster at the Chernobyl nuclear power plant accident and other radiation disasters;
- persons who are disabled, and combat veterans;
- persons having one or both parents of disabled persons of I or II group;
- persons who have received state social assistance;
- persons who are members of an incomplete family (loss of a breadwinner);
- persons brought up by a single parent;
- persons who are members of large families;
- persons having both parents - disabled persons of the III group or pensioners;
- persons who are members of a young family with or without children (husband and wife are students or one person is a student, and the second one is a graduate student).
2) full-time budgetary education STUDENTS IN NEED who are CITIZENS OF OTHER STATES:
- orphans and children left without parental care;
- persons who are members of an incomplete family (loss of a breadwinner);
- persons who are members of a young family with or without children (husband and wife are students, or one person is a student, and the other one is a graduate student).
3) low-income POSTGRADUATE STUDENTS of full-time budgetary education:
- recognized in the established manner as invalids of I, II, III groups, invalids of childhood;
- persons who were exposed to radioactive contamination as a result of the catastrophe during the accident at the Chernobyl nuclear power plant and other radiation disasters;
- persons who are disabled, and combat veterans;
- those who have received state social assistance;
- persons having one or both parents of disabled persons of I or II group;
- persons who are members of a young family with a child (husband and wife are students or postgraduates).
4) the low-income POSTGRADUATES of full-time budgetary education who are CITIZENS OF OTHER STATES:
- who are members of a young family with a child (husband and wife are students or postgraduates), students and graduate students, upon the birth of a child after they present a birth certificate of a child within 3 months from the date of birth.
5) undergraduate and graduate students in the event of death of a parent upon presentation of the death certificate of the parent within 3 months from the date of death.
What formalities are required?
To apply for financial assistance, a student (graduate student) shall:

STEP 2. Once a semester an application for payment of financial assistance should be submitted to the StudOffice in room А-158.
Amount of payments
The amount of financial assistance is approved once a semester by the Academic Council of the University.
If a student claims to receive financial assistance in several categories at once, then he is awarded the scholarship category with the highest amount of payment.
How regularly is it paid?
Financial assistance allowance is paid once a semester via transfer to the student's (graduate student's) bank card on the days when the scholarship is received. Financial assistance allowance is paid only during the semester in which the application is submitted.
The decision to provide financial assistance is made by the Rector of the University on the basis of a personal application of a student (graduate student). When financial assistance is provided to students (graduate students), the opinion of the student trade union organization and the MIREA Student Union is taken into account.
Additional payments
Students who are orphans and children left without parental care who study full-time with the federal budget funds are paid an annual allowance for the purchase of literature for education and the stationary in the amount of a three-month scholarship.
Postgraduate students receive an annual allowance in the amount of a two-month scholarship for the acquisition of scientific literature.
Postgraduate students studying full-time with the federal budget funds, for the period of their illness lasting more than one month, subject to the availability of an appropriate medical certificate, the term of study is extended and a scholarship is paid within the limits of the scholarship fund. Students and graduate students studying full-time with the federal budget funds, who are on academic leave for medical reasons, are granted and paid monthly compensation payments in the amount of 50 rubles.
Monthly compensation payments are made for the current month within the time frame established for the payment of scholarships to students.
Students of full-time budgetary education have the right to a Muscovite social card (student card) which allows them to travel by:
• ground urban transport of the city of Moscow;
• Moscow Metro;
• suburban electric trains.
To get a Muscovite social card (student card), a student shall:
1. Print out from the RTU MIREA website the consent form for the processing of student's personal data, fill it out with a blue ballpoint pen.
2. Submit the Consent to the StudOffice in room A-158. A student must have an identity document, as well as a student card extended for the current academic year.
3. Wait until the student's data appears in the Moscow Register of Students.
4. Fill out an application for the production of a student's social card in one of the Multifunctional centers in Moscow. A student must have an identity document with him/her, as well as a student card extended for the current academic year.
5. Receive a ready to use student's social card in the same Multifunctional Center, where the application for its production was submitted.
