The Department implements the export control requirements and regulations established by Federal Law No. 183-FZ "On Export Control" of July 18, 1999, and other regulatory legal acts of the Russian Federation.
The key objectives of the Department are:
to develop local regulations and internal organizational and administrative documents on export control matters;
to participate in negotiations, meetings, and international events to coordinate and sign contracts, agreements, and grants with foreign partners in the University's international research activities;
to provide organizational, technical, and informational support for the University's Export Control Commission;
to conduct identification work for export control purposes:
- educational programs in areas of study (specialties) requiring special procedures for implementing federal state educational standards due to the use of information containing scientific and technical information subject to export control;
- scientific and technical materials prepared for open publication, reports (abstracts), and other scientific and technical materials submitted by University employees and students for participation in international seminars, symposia, conferences, and congresses held abroad and in the Russian Federation;
- agreements on international scientific and technical cooperation;
- international scientific and technical contracts, agreements, agreements, and grants;
- research and development work conducted in the interests of foreign customers;
- scientific and technical materials exported by University employees and students abroad during business trips.
to prepare expert opinions from the Export Control Commission on the possibility of open publication of scientific and technical materials;
to prepare identification reports in accordance with the form established by Russian Government Resolution No. 565 of June 21, 2016 (for the export of scientific and technical materials and equipment from the Russian Federation for participation in exhibitions, seminars, symposiums, conferences, and congresses held abroad);
to cooperate with the Federal Service for Technical and Export Control (FSTEC) of Russia on export control and international cooperation;
to prepare information, reference, and reporting materials on export control activities;
to prepare and submit documents to the FSTEC of Russia for obtaining licenses or other permits stipulated by Russian export control legislation for foreign economic transactions involving controlled goods and technologies.
